My short take on the new immigration legislation- Z Visa

The proposed agreement would allow illegal immigrants to come forward and obtain a "Z visa" and — after paying fees and a $5,000 fine — ultimately get on track for permanent residency, which could take between eight and 13 years. Heads of households would have to return to their home countries first.
Can anyone tell me what alternate reality members of Congress are living in right now?

1- Where is a fruit picker, hotel worker or dishwasher supposed to come up with the $6,500(There is a $1,500 processing fee in addition to the $5,000) to get the Z visa? I would think they would have a hard time coming up with $650

2- They have to return to their home country. That costs more money in addition to the fact the person would have to get a visa to come back to the US(Who knows if it would be granted), lose whatever income they make at present while travelling back and forth in the process not to mention there is a 10 year ban on people returning to the US after being deported or illegaly entering the country.

The Z visa proposal as it is proposed now is not a solution so far as giving status to any illegal aliens in the country at present.
